What kind of cipher is this?
A rotation cipher, often called a Caesar shift. Every letter in the directive is shifted the same number of places along the alphabet. Rotate the key until the message reads as plain text.
Do I need to know cryptography?
No. The dial does the arithmetic. You supply the judgment — turn the key, watch the preview, and file when the directive reads.
Is this a real intelligence or aptitude assessment?
