Why is there a timer?
Operational decisions are not made with unlimited time. The soft timer rewards a clean call made quickly, but it never forces you — let it run out and the round simply records no call. There is no penalty for thinking; there is a small bonus for deciding.
Is there one right answer to each scenario?
Each scenario has one call the stated directive rewards, given the constraint on the table. The drill is reading what the directive actually optimises for — throughput, safety, the standing order — not what feels generous. The preferred call is shown after you decide, with the reason it scored.
